What kind of help is available?

What are my options in this situation? My mother is a diabetic who
also suffers from mental conditions that cause her to not understand
or care about her health issues. She will do things like stop taking
her insulin because it is too expensive but continue to take all
kinds of other meds for other conditions! I have literally had to
get to the point of saying “do you have to lose a leg to understand
that you have to pay attention to your blood sugar.” She takes her
insulin without checking her sugars and she wound up in the hospital
this year because she fell and broke her leg during a really low
blood sugar episode. She then proceded to fall and break her other
leg within 8 hours of checking out of the hospital. Probably because
she refused to eat her dinner and had another episode.
Anyway here are my questions.
1. Is there a diet out there where she can get precooked portions of
food that are ok for her? (she refuses to cook and then eats way to

much when she is not watched)
2. Do they have some kind of system like meals on wheels if there is
no diet program?
3. Other than literally taking over her life and smacking her hands
like a child how can we help her do better with this?
4. Would a insulin pump be a good option? Do they consistently check
and deliver the proper amounts of insulin to keep you steady?
5. If they dont is there anything that does?
I need something that does it for her because unfortunately she wont
do it for herself and I live almost 45 minutes away. HELP!
